Lead Client Engineer Jon "Bitwise" Weisman is working hard to include a new Lua API so addon authors can create gear managing addons in the future. As you can see in the tweet below, some of the API has been finished but it's not quite ready for release. They'll need to test everything as best as they can and we're hoping they can get this included with the second content drop called Sabotage.
This is actually the second report of this API being worked on, as late last week on Reddit, CRB_BokehBot confirmed that they were working on this at that moment and hope to get it included in a "big drop" in the future. That "big drop" is, with no doubt, the Sabotage content drop, but we'll have to wait for an official announcement or the drop itself to find out for sure.

What do you think? Should Carbine develop their own equipment manager or should they leave it to addon authors? We most likely won't get a Carbine developed equipment manager right away, but at least we should see an API in the next week or two!
