"Upload File" button stopped working for me between 13 and 15 July.
If I run "document.getElementById('field-submit').disabled = false" from console, file uploads just fine, but the button doesn't go active on its own.

We deployed an HTML5 chuck uploader around that time, but that should't have affected the upload button.
We also don't officially support Opera browsers (you're also about 10 versions out of date).
Well, obviously some change did break it.

And by the way, the last Opera version is 12.17. I'm using 12.01 because it's the last one supporting out-of-process plugins. That's completely unrelated to the subject though.
Uploading works in Chrome, Firefox, and Internet Explorer - those are officially the browsers we support.
